Job Summary

The Research, Bid & Proposal Analyst supports the Group (Noor Takaful Insurance Limited & Noor Health Limited) by conducting market research, reviewing tenders, preparing competitive proposals & bids, and coordinating required inputs across departments. The role ensures all submissions are professional, compliant, and aligned with Takaful principles, Sharia-based models, and HMO regulatory requirements.

The Analyst plays a key role in identifying opportunities, supporting business
growth, and ensuring the organization presents compelling and accurate bids across both sectors.

Responsibilities

Research, Market Intelligence & Regulatory Monitoring:

• Conduct research on Takaful insurance models, HMO plans, industry regulations, pricing trends, underwriting practices, and competitor activities.
• Monitor tender platforms, government procurement portals, corporate RFP channels, NAICOM circulars, NHIA updates, and industry reports.
• Analyse findings to support product review, strategy development, and opportunity identification for both Takaful and Health business lines.
  

Bid & Proposal Development:

• Review RFPs, RFQs, EOIs, and tender documents to interpret requirements and compliance standards.
• Develop high-quality proposals
• Tailor proposals to reflect the unique structure of Takaful operations, including Sharia compliance and participant fund management.
• Ensure financials in the proposals align with regulatory guidelines and internal approval frameworks.
  

Cross-Functional Coordination, Quality Assurance & Compliance:

• Work closely with departments to gather accurate details required for proposals and achieve set goals and deadlines.
• Gather accurate, up-to-date information for contribution rates, benefit designs, surplus distribution, provider lists, claims ratios, financial statements, and compliance documents.
• Ensure content accuracy, clarity, and alignment with Takaful principles and Sharia compliance and regulatory obligations.

Documentation & Submission Management:

• Prepare complete bid packages including mandatory documents, licenses, certificates, audited accounts, tax records, NHIA compliance documents, NAICOM approvals, provider lists, and past performance evidence.
• Ensure submission formats, pagination rules, signatures, stamping, and sealing requirements are met.
• Maintain a database of all previous bids, templates, and opportunity trackers.

Business Development & Client Engagement Support:

• Prepare pitch decks, product brochures, client presentations, and capability statements for both Takaful and Health business lines.
• Assist with follow-up queries, clarifications, and post-bid documentation.
• Track proposal status, win/loss performance, and provide insights to management.

Data Protection and Confidentiality

• Uphold the highest standards of confidentiality in handling company-related information, ensuring compliance with data protection laws and internal policies.
• Adhere to the company’s information security guidelines, including proper storage, transmission, and disposal of sensitive materials.
• Promptly report any suspected data breaches or unauthorized access to the appropriate company authority.
• Participate in periodic data protection training to stay informed about evolving security risks and best practices.

General Assignment

• Execute any other duties and tasks that may be designated or assigned by the Company.
• Participate in the knowledge sharing programme of the department and the company
• To provide supports to your manager, Managing Director and Vice Chairman as may be required towards serving the Board, Management and staff members.
  

Qualification

Education

• Bachelor’s degree in Business Administration, Economics, Insurance, Finance,
  Marketing, or related fields.
• Certifications in proposal writing, project management, or Islamic finance (added advantage).
  

Experience

• Minimum of 3–5 years’ experience in Proposal Writing, research.
